The history of the Zodiac federation is one which allows the Zodiac Soldiers to be privy to information others might not know. They truly are a clan that predates the Moon Kingdom and continue to exist in the heart of the constellations. The official capitol of the Zodiac federation is Leonis where Sailor Leo reigns.
The hierarchy of the Zodiacs is as follows:

It is generally accepted that the top four ranking soldiers in the hierarchy are the most powerful and the most revered in the federation. But the Zodiac Soldiers are all very powerful in their own right. We will touch up on some of the things to know about the Zodiacs to better help understand them.
Who exactly are the Zodiacs?
The Zodiacs are a group of Sailor Soldiers invented purely for the plot of SbtM. They are intended to be a very powerful group with a vendetta against the Moon Kingdom, less so the Golden Kingdom. They are an ancient group of immortal soldiers who mostly operate in secret but also serve as mercenaries. Effective but ruthless, they were contracted in the Silver Millennium to help with their war against the Golden Kingdom. The war was mostly finished before it began. . . And though payment was received for their part played in it, the Zodiac Soldiers were not content with the credit the Moon Kingdom payed them.
Why were they not content?
The Zodiac Soldiers operate on an honor system. Think fuedal Japan. Everything is about honor for them. It is something worth killing for and something worth dying over when lost. Though they received payment for fulfilling their contract, they desired their contributions be made known. Yet, for some reason, Queen Serenity kept it rather quiet. Feeling snubbed, they did what they do best. Waged war.
So are they still holding that grudge?
They take insults to their honor very seriously. So, yes. They are.
What is their beef with the Golden Kingdom
After the war, Prince Endymion allied himself with the moon via a peace treaty. That made the Golden Kingdom guilty by association. It didn't help that when the war was waged, the Golden Kingdom attempted to help the Moon.
Leonis is the capitol of the Federation and of Leo. Are their other cities?
Yes. In every constellation. Zodiac players reserve the right to make up smaller clans within their constellations, but the named cities of each constellation are as follows:
Leonis, capitol of the constellation Leo.
Nepas, capitol of the constellation of Scorpio.
Helle, capitol of the constellation of Aries
Shor, capitol of the constellation of Taurus
Tolam, capitol of the constellation of Libra
Acaetes, capitol of the constellation of Capricorn

How tight are their bonds? How do they honor rank?
They are a team, but at the same time they are not. Each constellation operates as it's own kingdom, but they are all beneath the banner of the federation which is headed by Leo. Sailor Leo is the top ranking member of the federation and her word is law. Therefore, all soldiers in the Zodiac federation listen to her without argument. Their duty to her is unrelenting and unquestioned. The same is true for each rank. Those who are Zodiac Soldiers are expected to obey and honor the orders of those who are ranked above them.
What are these kingdoms like?
The Constellation kingdoms are matriarchal. Though they have princes and kings, betrotheds and husbands to the Zodiac Senshi, the societies are dominated by the woman. Therefore, the Soldier outranks the king/prince, and his word is second to hers.
Betrotheds and husbands? Does that mean the Zodiacs have forced pairings?
Unfortunately, yes. Each grew up knowing who they would be wed to. However, this does not mean that each one loves the person they are wed to. That is entirely up to the player. Zodiacs are free to be devoted to their spouses or carry on with others if it is their wish. As queens of their kingdoms, they serve to suffer little if any recourse.
So their role is the villain of this story?
Yes. But it is important to realize that the Zodiacs are not evil. They are ruthless and willing to do what it takes to achieve their goals, but they aren't inherently bad at heart. This serves as a barrier between them and Sailor Moon as her power chiefly is to restore enemies to their 'good' state. They are already in theirs. This promotes that evil is about perception. To the Zodiacs, they are doing what is natural to them. Upholding their honor. To the Sailor Soldiers on Earth, what they are doing is nefarious and wrong. To them they are the villains. But how it plays out is anybody's guess.
So do they use monsters?
For the sake of fun, random battles, the answer is yes. Some Zodiacs will be gifted with the power to manipulate or transform people or creatures for their benefit. This provides the forum with the opportunity for multiple battles that don't end in character death. Zodiacs are free to npc the monsters they create.
What is their current aim?
They aim to find the senshi before they awaken to finish the job, so to speak. They also hope to find the reincarnates of the Golden Kingdom with hopes of preventing them from aiding the Sailor Soldiers. They may be ruthless, but they also abhor needless killing. Because of this, they seek to awaken the Shitennou but have them fight for their cause rather than help Sailor Moon.
What do their uniforms look like?
The look of the uniform is entirely up to the player. If your soldier is more reliant on physical attacks, you may opt for a uniform that allows for mobility where you might want something a little more frilly or flashy for those more inclined to rely on powers/magic. The uniforms are not required to match. The matching represents a unified and whole team and though the Zodiacs operate well as a team, they are at the very core mercenaries that work well alone.
